The Mauritius → Europe Workforce Pathway
A document-first, ILO-aligned route for hospitality and cruise careers — designed for candidates from India, Nepal and Bangladesh, and for the education consultants who represent them. No advance recruitment fees. Every stage recorded. Every candidate accountable to written terms.
At a glance
What the pathway actually is
The Mauritius → Europe pathway is a structured, three-stage migration route. Candidates begin in Mauritius at a licensed training institute (Voynova Maritime College), earn an internationally-recognised OTHM Level 4 credential in cruise hospitality or culinary operations, and are then placed with vetted European employers — primarily Serbia, Greece and cruise lines operating out of Port Louis.
It exists because direct Europe-bound recruitment from South Asia has historically been chaotic, undocumented and unsafe for candidates. Routing through Mauritius adds a training, credentialing and legal-employment step that European employers — and consulates — recognise. Every candidate is on a written contract before boarding a plane.
The five stages
How a candidate moves from home town to European employer
- 1
Counselling & document verification
2–4 weeksEducation consultant submits candidate through the Voynova Gateway portal. Passport, academics, medical baseline and police clearance are verified. GDPR-style consent is captured on record. No fees are collected at this stage.
- 2
Enrolment at Voynova Maritime College Mauritius
1–2 weeksCandidate receives a formal offer letter from the licensed Mauritius institute, pays training fees directly to the institute against an invoice, and receives a student visa support letter for Mauritius.
- 3
OTHM Level 4 training in Mauritius
8–16 weeksUK-equivalent OTHM Level 4 in cruise hospitality or culinary operations. STCW modules, English fluency, guest-service scenarios, and safety-at-sea drills. Assessed and certified by OTHM (UK).
- 4
Employer selection, visa & medicals
4–8 weeksVoynova matches the graduated candidate with vetted employers in Serbia, Greece, wider Balkans, or with cruise-line partners. Employer issues a signed contract before any visa filing. Medicals per MLC 2006 for cruise; per national standards for land-based roles.
- 5
Deployment & post-arrival check-ins
OngoingTravel booked by the employer. On arrival, candidate is inducted, housing verified, and Voynova conducts 7-day, 30-day and 90-day welfare check-ins. Any dispute is logged and escalated per the published grievance policy.

Compliance, in plain language
Rules the candidate — and every partner — is protected by
ILO Fair Recruitment principles
Every stage follows the ILO General Principles and Operational Guidelines for Fair Recruitment (2019). No worker pays recruitment fees or related costs — those are the employer's responsibility.
Written contracts before travel
No candidate boards a flight without a signed employer contract in their own language, listing wages, hours, deductions, accommodation terms and grievance channels.
MLC 2006 for cruise deployments
Cruise candidates are covered by the Maritime Labour Convention 2006 — hours of rest, wage protection, repatriation, and medical care at the shipowner's cost.
Document-first evidence trail
Every uploaded document, every stage change and every fee is logged in the portal with a timestamp. Candidates and their nominated family contact can review it any time.
Money
What candidates and families actually pay
Every fee below is billed by the licensed institute or a government body — never to Voynova, never to an agent in cash. Invoices are issued in the candidate's name, and every payment is logged in the portal so families can track exactly where the money went.
| Item | Paid to | When |
|---|---|---|
| Passport (if not already held) | Government of India / Nepal / Bangladesh | Before applying |
| Police clearance certificate | Local police authority | During Stage 1 |
| Medical examination | Empanelled clinic (direct) | Stage 1 & Stage 4 |
| OTHM Level 4 training tuition | Voynova Maritime College Mauritius (invoice in candidate's name) | Stage 2, before enrolment |
| Student visa & travel to Mauritius | Consulate + airline (direct) | Stage 2 |
| European work visa, medicals abroad, flights | Employer (zero cost to candidate) | Stage 4 |
Recruitment fees, employer-side placement fees, visa sponsorship costs and travel are borne by the employer — in line with the ILO General Principles and Operational Guidelines for Fair Recruitment.

FAQ
Common questions
Is any advance payment required to join the pathway?+
No. The Voynova pathway is document-first. Candidates never pay recruitment fees in advance. Training fees, where applicable, are paid to the licensed training institute against a formal invoice — never in cash to an agent.
What are the minimum eligibility requirements?+
Age 18–35, class 12 pass (or equivalent), valid passport with 18+ months validity, basic conversational English (B1 target), medically fit per ILO/MLC standards, and a clean police clearance certificate.
How long does the full pathway take?+
Typical timeline is 4–7 months end-to-end: 2–4 weeks for document verification, 8–16 weeks OTHM Level 4 training in Mauritius, 4–8 weeks for employer selection, visa and medicals, then deployment.
Which European countries do candidates get placed in?+
Primary corridors are Serbia, Greece and the wider Balkans for land-based hospitality, and international cruise lines through Mauritius-based partner operators. New corridors are added only after a full compliance review.
What happens if a candidate is rejected at any stage?+
Rejections are documented with the reason. Candidates keep all uploaded originals, receive a written explanation, and — where applicable — a refund per the published fee-refund policy of the training institute.
Can families track a candidate's progress?+
Yes. Each candidate can nominate a family contact who receives stage-change alerts. Post-deployment, Voynova conducts 7-day, 30-day and 90-day welfare check-ins and shares the log with the candidate and their nominee.
